Overview

Annual charter renewal is the process through which the pack re-establishes its official sanction from your council and its charter relationship with your charter organization. The Charter Org Rep plays a key role in signing the recharter documents and adult applications.


COR Role in Charter Renewal

The Committee Chair drives the recharter process (see ../committee-chair/rechartering.md). The COR’s specific responsibilities are:

  1. Sign all adult applications — Every adult registered with the pack must have their application signed by the COR. This includes both new applications and any renewals that require signature.

  2. Review and sign the recharter application — Once the Committee Chair has prepared the recharter roster and document, the COR reviews and signs it before submission to your council.

  3. Represent the charter organization — The COR must confirm that the pack’s program continues to align with your charter organization’s mission and values, and that the PTA is willing to continue the charter relationship.

  4. Charter presentation ceremony — The COR typically participates in the annual charter presentation ceremony at a pack meeting (usually January or February), where the charter is formally renewed with the pack.

Adult Application Signing

The COR signs all BSA adult applications before they are submitted to Council. This applies to:

  • All new adult leaders
  • Any re-registration requiring a new application

Process: Secretary collects completed applications and YPT certificates → Committee Chair reviews → COR signs → Secretary submits to Council
