Pack Program Planning

The Cubmaster, together with the pack committee and den leaders, plans a year-round program that is fun, advancement-centered, and consistent with BSA policies. Program planning happens primarily at the annual pack program planning conference (typically held in the spring or summer) and is refined monthly at committee meetings.


Pack meetings are held monthly, typically at your pack meeting location. All dens and their families attend. Pack meetings last approximately one hour and follow this structure:

  1. Preparation — Room setup, awards confirmed, presenters briefed (before families arrive)
  2. Gathering — Informal activity or game as Scouts and families arrive; encourages on-time arrival
  3. Opening — Flag ceremony, Scout Oath and Law recitation (formal start)
  4. Program — Main body: engaging, participatory activities tied to Cub Scout Adventures; include games and activities for parents
  5. Recognition — Awards presented: rank badges, adventure pins, adult recognition; make rank advancements special
  6. Closing — Quiet, serious close; Cubmaster shares a thought or announcements about upcoming events
  7. After the Meeting — Leaders review the meeting, finalize plans for next month; typically discussed at next committee meeting

Key principle: Pack meetings should be fun for Scouts AND adults. Keep energy high, ceremonies meaningful, and timing tight.


The annual planning conference sets the pack’s program calendar for the upcoming year. The Cubmaster leads this meeting with the Committee Chair and all den leaders.

Agenda:

  • Review prior year: what worked, what didn’t
  • Review BSA Cub Scout adventure themes and select program focus for each month
  • Set pack meeting dates for the year (consistent day of month)
  • Schedule major events: Blue & Gold, Pinewood Derby, camping trips, hikes, recruitment events
  • Identify crossover ceremony timing for Arrow of Light den
  • Review advancement goals and pack awards (e.g., Journey to Excellence)
  • Assign activity coordinators to events

Output: A draft pack calendar that the Committee Chair circulates and refines.


Each month, the Cubmaster:

  1. Reviews the planned program theme and pack meeting agenda
  2. Coordinates with den leaders to ensure dens are prepared (skits, ceremonies, advancement displays)
  3. Confirms advancement awards to be presented — orders must be placed by Advancement Chair in advance
  4. Leads the pack meeting
  5. Attends pack committee meeting to report on program and plan next month
  6. Attends district Roundtable for program ideas and council updates

  • Confirm meeting date, time, and room at your pack meeting location (Committee Chair submits space request)
  • Identify program theme / adventure focus
  • Confirm advancement awards ready (coordinate with Advancement Chair)
  • Assign flag ceremony den
  • Identify skit or run-on performers
  • Plan gathering activity
  • Confirm hospitality (snacks, drinks — Activities/Hospitality Coordinator)
  • Prepare closing thought or announcement
