Committee Chair

The Committee Chair leads the pack committee and is responsible for the overall administration, oversight, and support of the pack program. While the Cubmaster leads the Scouts, the Committee Chair leads the adult team — ensuring the pack is organized, funded, legally compliant, and well-staffed. The Committee Chair is the primary liaison between the pack and the Charter Organization.


  • Age: 21 years or older (assistant may be 18+)
  • Registration: Must be a registered adult leader of BSA
  • Selection: Selected by the Pack Committee, approved by the Charter Organization Representative
  • Required Training:
    • Youth Protection Training (YPT) — renew every 2 years
    • Pack Committee Challenge (online at my.Scouting.org)
  • Access: Full access to pack bank account, pack website, and Facebook page

  • Maintain close relationship with the Charter Org Rep and charter organization to ensure program meets BSA and charter organization requirements
  • Confer with Cubmaster on policy matters and program support
  • Call and preside at monthly pack committee meetings
  • Assign duties to committee members and hold them accountable
  • Conduct the annual pack program planning conference and monthly pack leaders’ meetings
  • Annually recharter the pack; complete Journey to Excellence documentation
  • Enter all service hours with Council for the pack and dens
  • Organize BSA Health forms for all Scouts and adults; maintain BSA Activity Consent forms
  • Maintain pack website and Facebook page (may delegate to Secretary, Webmaster, or Public Relations Coordinator)
  • Work with Treasurer to develop the annual budget
  • Delegate responsibilities to adults to ensure quality program
  • Ensure positions of Cubmaster and Assistant Cubmaster are filled
  • Ensure every den has a Den Leader and Assistant Den Leader
  • Form new dens as necessary (optimal den size is 6–8 Scouts)
  • Ensure all registered leaders have completed YPT
  • Educate pack families about the Cub Scout program
  • Maintain relationships with local Scouts BSA troops for Arrow of Light crossover
  • Support the policies of the BSA
  • Write thank-you letters to donors
  • Conduct and maintain the Pack Resource Survey
  • Approve all Pack/Den Leader awards
